Vietnam Deel 2

Code of ethics for educators

In Vietnam Deel 2 kwam de “Code of ethics for educators” ter sprake. Minh vond het volgende.

Issued 16/4/2008 by the Ministery of Education. Now they are discussing if it can become a law, since a "regulation" is not strong enough to get someone to the court.

Below are some important principles, you can run through Google Translate.

:X but actually :r

Helaas.

Even de komende twee posts afwachten. O-)

Tja, of een glas Dalatwijn komen drinken… :+

Vietnamese high school students create board games to protect children from abuse

Two students from the Mekong Delta province of Ca Mau have created a series of games designed to help young children protect themselves against sexual assault.

Bui Phuong Vy and Bui Quoc Khanh, both 11th graders at Luu Huu Phuoc High School in O Mon District, Ca Mau Province, refuse to sit back and watch as reports of sexual abuse against minors continue to grab headlines in Vietnam.

But while authorities attempt to tackle the perpetrators of child sexual abuse in high profile through legal prosecution, Vy and Khanh are attempting to address the issue through a different approach – providing children with the skills they to protect themselves in the presence of a predator.

An attractive game for children
“Children’s Safety 2.0’” is a series of games designed by Vy and Khanh to help children aged three to ten practice skills that could help them ward off adult attackers. The series offers children learning opportunities through card games, puzzles, a book, a coloring book, and a smartphone application, all of which are meant to teach children what kinds of contact with adults are and aren’t appropriate, as well as the importance of talking to parents about inappropriate or abusive encounters with adults. “In order to grab kids’ attention, we designed the game with lots of colors and added many photo illustrations,” Vy said. “The questions are all simple, short, and easy to understand.”

According to Vy, younger children can play the game with help from their parents or grandparents, but students in grade two and older should practice the activities on their own. “That way children remember the skills they need to protect themselves and can practice reacting to unexpected situations,” she explained. Of course, the activities each have their own learning curve. “Intelligence Cards”, for example, is a Q&A game in the collection that often trips up children when they first play, but after a few tries players are able to pick up on the best ways to deal with abusive situations.

With practice, children who use “Children’s Safety 2.0” not only walk away with the skills to handle several specific types of encounters, but also a logical understanding of how to improvise in situations that may not be included the activities.

The coloring book created by Vy and Khanh helps distinguish good and bad actions by letting them add specific colors to certain situation while the “Smart puzzle” lets children piece together a picture of family members, bad actors, and children reacting to dangerous situations.

‘Adults are allowed to do that’
Vy and Khanh are both open about how much support they’ve received from teachers in their school, especially Huynh Nghia Trung, their Mathematics and Computer Science teacher, as well as their research project instructor.

To create Children’s Safety 2.0, the duo spent six months researching, surveying children, and designing the activities, with the bulk of the work done on weekends. While Vy mainly worked on the questions and content of the games, Khanh was responsible for the design of the cards, books, and mobile app.

For their research, the two surveyed 132 children, aged three to ten, in direct interviews, during which they asked the children questions regarding their abilities to deal with unwanted situations. The survey showed that most children do not have necessary skills to deal with sexual abuse, and do not know what to do when being attacked.

For instance, the question "If someone touches your bottom, what should you do?" had 52 “I don’t know” responses. Forty-five children said they wouldn’t do anything because “adults are allowed to do that,” and only 25 children chose "shout and run home." Vy and Khanh also studied what children want and like in order to make their games attractive to the young players.

The games were also designed in a way that parents can also play with their children and learn the skills with them, as many parents also are unsure of how their children should handle sensitive situations.

Practical research
Vy and Khanh’s project earned them second prize at this year’s national science - technology competition for students in southern Vietnam. “For us, the most valuable reward is our set of games being useful to those who need it, and providing children with skills to avoid sexual assault,” Vy said.

The two students also sought feedback from 45 parents whose children tried their games, and 70 percent of the surveyed said they were pleased with the product. “I find this game collection very useful because it helps children learn the skills needed to protect themselves from being inappropriately touched,” Nguyen Thi Truc Phuong, a mother living in O Mon District, said. “There are cases when parents want to teach children these things but don’t know how to do it effectively.”

Even the children understand the importance of such skills. “I used to only know little about sexual assault and how to avoid it, but since I started playing this game, I know a lot more,” Nguyen Anh Thu, a fourth grader at a elementary school in O Mon, said, adding that the colorful illustrations make the information easier to remember.

Vietnam scans law for punishable behavior of scantily-clad model in Cannes

Vietnam’s culture ministry officials are looking through the country’s existing legal texts to find a punishable behavior of a model who drew criticism over her appearance at the 2019 Cannes Film Festival in France wearing a revealing dress, Minister Nguyen Ngoc Thien said Wednesday.

Model Ngoc Trinh arrived on the red carpet of the annual film festival on May 19 for the screening of German film A Hidden Life at the invitation of a private sponsor. Appearing in a scanty see-through black gown, the 30-year-old brimmed with confidence as she posed in front of cameras amongst international stars. UK media described Trinh’s ensemble as “daring” and “outrageously skimpy”.

Her appearance has been rapped in Vietnam with social media users criticizing her choice of outfit, which they described as unfit for a formal event like Cannes.

“Ngoc Trinh’s outfit was improper, offensive and should be condemned by public opinion,” Minister of Culture, Sports and Tourism Nguyen Ngoc Thien said Wednesday.

He was responding to legislators’ queries during a Q&A session of Vietnam’s lawmaking National Assembly in Hanoi. “She was not sent [to Cannes] by the ministry,” Thien said. “We are studying current laws to find a punishable point in such cases,” he added, referring to improper behaviors of Vietnamese citizens while abroad.

Last month, ministry spokesperson Nguyen Thai Binh said how Ngoc Trinh chose to show up for the film festival is “her business” since she did not represent any official Vietnamese agencies.

A 2013 government decree in Vietnam dictates a fine of VND5-10 million (US$215-430) for artists or performers who wear improper outfits on stage.

However, legal experts have said it would be near impossible to fine Ngoc Trinh for this violation, as she was not technically “performing” in Cannes and there is no clear definition of what are considered “improper” outfits.

Bron:
“Previously, 3,500 children died from drowning in Vietnam every year on average, An said, citing official statistics.
In recent years, the number has dropped to 2,800 annually.
“It has been buzzing me whether this drop is real or not,” An said. “From what I know based on the phone calls I made to local authorities, the number of drownings has not decreased at all.” (

Over bruggen

Dat doet men blijkbaar nooit.

Hi-tech cheating gadgets flood market as Vietnam’s national high school exam nears

An ATM card-like mobile phone used for exam cheating is seen in this photo. Photo: Tr. Tan / Tuoi Tre

As the all-important national high school exam scheduled for late June draws near, online and brick-and-mortar retailers in Vietnam are cashing in on the booming market for hi-tech gadgets designed to help students cheat on tests.

More than 886,000 high school seniors from across the country are expected to sit for the 2019 national high school exam slated for June 25 to 27, the results of which are used to determine if a student qualifies for high school graduation and as a placement test for colleges and universities.

While most of those candidates are doing their best to cram during the final weeks before the exam, some are opting to spend their time hunting down other means to give themselves an advantage on the test.

Exam proctors, on the other hand, will spend the next two weeks developing plans to catch students who use James Bond-esque cheating devices, a task which becomes more and more difficult each year as modern technology ingeniously turns unsuspicious items like ATM cards, key chains, erasers, and even invisible tape that can be suck on teeth.

‘Armed to the teeth’
A popular cheating device that has hit the market this year is a mobile phone with dimensions similar to an ATM card, except its double thickness. According to an online retailer, the phone includes one SIM slot and a battery that can last two to three days.

Cheaters who use the phone can smuggle it into an exam by taping it to their chest or putting it in a T-shirt pocket. Once inside the testing room, the phone automatically accepts calls and the user only needs to mumble test questions to the person on the other end. “This phone is very good at picking up sound, so listeners can hear what you are reading, even if you’re two meters away from the device,” the seller said during a phone interview with a Tuoi Tre (Youth) newspaper reporter posing as an interested customer.

A more ‘advanced’ mobile device is also available on the market, this one with miniature earpieces and a built-in 4K quality camera the size of a T-shirt button. This device can take a photo of the exam paper every three seconds and send it to the user’s regular mobile phone outside the exam room. The mobile phone then automatically sends the photo to a third mobile device manned by an “assistant” who can read answers into the test taker’s headset.

Combating cheating
Most hi-tech cheating gadgets are made in China and sold wholesale for just VND80,000 (US$3.44) to VND1 million ($43). Local retailers hoping to cash in on test takers’ desperation vend the devices for ten times higher in Vietnam, according to an officer with years of experience as an exam inspector in the Central Highlands province of Dak Lak.

To combat rampant exam cheating, the Dak Lak officer has asked border guards in nearby provinces to keep an eye on traffickers hoping to smuggle cheating devices into Vietnam through inland routes. “In addition, authorities also have to prevent the advertising of cheating devices on the Internet,” the officer added.

In preparation for this year’s impending national exam, the Ministry of Education and Training has invited technical experts from the Ministry of Public Security to train exam proctors to catch cheaters, according to the education ministry’s Department of Quality Management director Mai Van Trinh.

The education ministry will also employ several technical solutions to help catch cheating candidates, Trinh added.

Men is druk bezig met afwerken.

Deze mannen zijn bezig met de verlichting. De lichtmast staat al.

1401586

Vietnamese bus line Phuong Trang said on Friday it sacked a male attendant for sexually harassing a female passenger as they were traveling from the south-central province of Khanh Hoa to Ho Chi Minh City earlier this week. The bus line also apologized to the female victim via a phone call, according to its communication representative.

The victim, only known as H.L., quickly reported the sexual harassment to the company’s leaders after it happened, as well as recounting the incident on her Facebook on June 6. L. said in the post she took a Phuong Trang sleeper bus from Khanh Hoa Province’s Ninh Hoa District on the night of June 5, heading to Mien Dong (Eastern) Bus Station in Ho Chi Minh City. A trip on this route normally takes 12 hours to complete.

The female passenger fell asleep after boarding, and only woke up at 2:00 am on Thursday, as she felt the male attendant, who was lying on the bunk next to hers, was touching her.
According to the Facebook post, the man made her to grab his genitals, touched her across her body, and kissed her while she was sleeping.

But her first reaction was not shouting for help. Instead, L. only turned her back towards the man, “pretending that I was still sleeping even though I was very frightened,” she wrote. “I knew I should not have done nothing in such a situation but I was just too shocked to react as it was the first time that happened to me.”

As the man kept on touching her body, L. stopped pretending to sleep and stared at the attendant. To her shock, the man made a silence gesture and opened his wallet, “as if he was going to give me money to buy my silence.”

The attendant left, but returned shortly thereafter and repeated his harassment when the female passenger went back to sleep, according to L.’s account. This time L. yelled at the man and asked the driver to turn the bus’ lights on. All of the other passengers turned to look at her and the bus attendant, and quickly got back to what they were doing, L. recalled.

As everyone knew of his act, the bus attendant kept on apologizing to L. and quickly got to the back of the vehicle. Upon arriving at Mien Dong Bus Station, L. called the Phuong Trang’s hotline to report the incident, “but no one would pick up my call.” She then found the phone number of Phuong Trang’s management board and successfully filed a complaint about her unpleasant experience.

Addressing the issue on Friday afternoon, the Phuong Trang communications representative admitted that its employee had sexually harassed the passenger, adding that the attendant in question was sacked after the company verified the complaint made by L.
